Excepted Benefit HRA Plan Design Award of the Week

I see a lot of HRA Plan designs come across my desk. Occasionally one stands out as a better design.

I like the following Excepted Benefit HRA plan design. It’s as comprehensive as the Affordable Care Act (ObamaCare) allows, and a very employee friendly, usable benefit.

This benefit design is perfect for groups where some employees decline employer sponsored coverage because they have better, or alternative coverage elsewhere. Or, an employer can design just a dental and vision plan for employees and eliminate the premium component.

Comprehensive Excepted Benefit HRA Plan

Schedule A

EMPLOYER will reimburse each Eligible Employee not participating in the employer sponsored group health insurance plan, up to $XXX.00* monthly for any IRC 213(d) qualified out-of-pocket and medically necessary Dental and Vision expenses, and certain insurance premiums including the following:

Dental exams and treatments, such as cleaning, composite (white) dental fillings, extractions, X-rays, dentures and other Prosthodontic treatments, procedures and devices, gum treatments and other Periodontic treatments and procedures, Orthodontic treatments, procedures and devices, Root Canal and other Endodontic treatments and procedures

Vision exams and other vision expenses, such as contact lenses, eyeglasses by prescription, corrective eye surgery (LASIK, LASEK, RK, etc.), Oculist, Ophthalmologist, Optician, Optometrist, Reading glasses

Premiums for another employer’s group health insurance plan that’s not already tax-free
Premiums for long-term care insurance
Premiums for hospital and other fixed indemnity insurance plan
Premiums for voluntary federal Medicare insurance
Premiums for COBRA continuation coverage
Premiums for Dental Insurance (not purchased through State/Federal Exchange)
Premiums for Vision Insurance
Premiums for Cancer Insurance
Premiums for Critical Care Insurance

* In addition to unused account balances carried forward from prior months and 100% of the unused account balance carried over from the prior Plan Year.
